The CGI Initiative for Collaborative Government is a joint public-policy project of CGI in partnership with leading academic institutions. Launched in January 2008, the initiative’s mission is to analyze models of government’s collaboration with the private and nonprofit sectors in order to identify best practices in using collaboration to achieve mission results.

Government today partners with the private and nonprofit t sectors to accomplish a broad range of mission-related and administrative functions. The question is not whether collaboration will occur, but rather how agencies will collaborate most effectively while retaining strategic alignment, control, and accountability. The CGI Initiative for Collaborative Government is focused on helping government answer this challenge.

To this end, the initiative published two 2008 research papers with George Mason University, the founding partner with CGI. The initiative expanded later that year to include research in partnership with the Johns Hopkins Center for Civil Society Studies and the University of Maryland Center for Public Policy and Private Enterprise.

The CGI Initiative published three reports in 2008, and has five projects planned for publication in 2009. In addition, in 2008, the CGI Initiative hosted a series of three seminars entitled: “Collaborative Government: An Effective Tool for Government Executives.” The series provided public sector, private sector, and nonprofit leaders with a forum for discussing mission challenges and potential collaborative solutions.

Andrew McLauchlin, Director, CGI Initiative for Collaborative Government

Andrew McLauchlin is Director of the CGI Initiative for Collaborative Government. Mr. McLauchlin is responsible for architecting and supervising CGI Initiative research projects and events in partnership with leading academic institutions. In this role, he leads collaboration with federal policymakers, Congress, agency executives, and academic thought leaders to analyze issues of critical importance to the federal government, and how the government can best apply collaborative government models to address those issues in 2009 and beyond.

andrew_mclauchlin_highresMr. McLauchlin has 20-year’s experience in government IT solutions and public policy analysis. Most recently honored as a 2009 Fed 100 award winner, his experience includes facilitating discussion across OMB, Federal agencies, Congress, professional associations, and industry partners to architect strategies and solutions that enable agencies to meet both agency and government-wide objectives. Mr. McLauchlin is an active participant in professional associations such as the Industry Advisory Council (IAC), where he currently chairs the IAC Collaboration and Transformation Shared Interest Group. He is also active in TechAmerica, the Professional Services Council and the Association of Government Accountants. He has also served on industry advisory panels, such as the 2002 Federal CIO Council Best Practices Committee, which provided advice to the program managers of the Integrated Acquisition Environment (IAE) regarding best practices and future IAE opportunities.

Mr. McLauchlin graduated from the University of Virginia as an Echols Scholar in 1988. In 2001, he earned an eBusiness Certificate from the University of Maryland's Robert H. Smith School of Business. In 2004, he received Notice of Allowance as the inventor of U.S. Patent 6,754,672: System and Method for Efficient Integration of Government Administrative and Program Systems.

 

Anne Laurent, Content Editor, CGI Initiative for Collaborative Government

Anne Laurent is the content editor for CGI Federal's thought leadership program. She has written and edited about management within the U.S. federal government for 23 years, most recently as the Executive Editor of Government Executive magazine. She is a fellow of the National Academy of Public Administration. She created The Agile Mind, a blog about virtual government.
